The situation. A dispute arose from remediation and infrastructure works on a substantial development project. The parties disagreed about actual progress, the nature and timing of the events affecting delivery, the extent of the resulting delay and the causes properly responsible for it. An independent analysis was required within the compressed timetable of adjudication.
The appointment. Instructed through the referring party's solicitors, Ionut Voinea undertook an independent retrospective delay analysis: reviewing the available project and programme information, reconstructing actual progress, investigating the nature and extent of delay, identifying its material causes, assessing the effect on completion and preparing an independent expert delay report for the proceedings.

The situation. The contractor was delivering works within a major natural gas expansion programme intended to increase LNG production for export: wellhead topsides, offshore pipelines, subsea cables and associated onshore pipeline works. The appointment. Delay analysis and forensic planning support on several of the contractor's principal claims: examining programmes and project records, assessing the causes and consequences of delay, reviewing the developing critical path and providing a clear and structured technical presentation of the time-related position, within the wider context of package interfaces and outstanding deliverables.

The situation. A specialist contractor required continuing support in assessing the programme consequences of delay events on a major offshore wind farm: a multi-turbine installation of several hundred megawatts, located some distance offshore and still under construction. With the project still active, the need was twofold: a contemporaneous understanding of emerging delay exposure, and retrospective analysis of events that had already affected progress.
The appointment. Ongoing delay and planning support: reviewing developing programme information and actual progress, assessing whether identified events affected critical or near-critical activities, carrying out retrospective analysis where sufficient project history existed and supporting contractual positions where the records allowed, helping the project team distinguish emerging programme risk from positions supported by the available records.
