ProTech Planning is led by Ionut Voinea, a specialist construction planner and delay analyst with more than 20 years of experience across major UK and international projects. The practice provides programme advisory, Extension of Time and claims support, forensic delay analysis and independent expert witness appointments.
The founder
Ionut Voinea's career began in construction management and site-based project planning, and progressed through planning management into delay analysis and independent expert appointments. That route gives a working knowledge of how programmes are prepared, how projects are delivered and how delay issues develop into claims and disputes.
His experience spans construction, infrastructure, transportation, energy, oil and gas, renewables, defence, telecommunications and complex engineering projects, supporting contractors, commercial and claims teams, and legal advisers on major UK and international works.
Relevant appointments include delay and planning support on a claims portfolio exceeding US$500 million on a major LNG development, an independent retrospective delay analysis on a 580-kilometre gas pipeline, live and retrospective support on a major offshore renewable-energy project, and independent expert work in adjudication.
Analysis begins with the available programmes, project records and the actual sequence of the works. Native programme files are reviewed where available, and material findings are connected to the relevant source information, with assumptions and limitations identified.

Each engagement is led directly by Ionut Voinea, from the first review of the project records through to the final report, negotiation or hearing. Clients deal with the specialist responsible for the analysis and the final output. Consultancy support and independent expert appointments remain distinct roles: when appointed as expert, the overriding duty is owed to the relevant court, tribunal or forum.
